Company Filings


Insurers are encouraged to file required forms electronically to berg@delaware.gov. Filing fees must be in the form of a check and be accompanied by a cover letter.
The Department will accept electronic signatures that comply with the Uniform Electronic Transactions Act, Title 6 Ch. 12A.

ALL PAYMENTS MUST BE MADE PAYABLE TO THE DELAWARE DEPARTMENT OF INSURANCE.

Filing Requirements for DOMESTIC Companies

  • ELECTRONIC FILINGS – The Department is currently accepting electronic filings when the hardcopy is not required. The preferred method to receive secure email is via Egress. Egress is a free service that allows for secure transmission of large files.
    • To Register for a free account use https://switch.egress.com/ui/registration/AccountCreate.aspx
    • Electronic filings are to be sent to berg@delaware.gov. The assigned analyst will contact you directly if they require a hard copy of any items.
    • Subject line of email must read as follows to be considered accepted: Due date of Filing, Full Company Name, NAIC# (i.e. 3/1 Filing, Company Name, NAIC#). Please submit a separate email for each company filing.
    • Electronic signatures that comply with the Uniform Electronic Transactions Act, Title 6 Ch. 12A are currently being accepted.
  • NAIC – All companies are required to file their annual and quarterly statements electronically with the NAIC
  • PAYMENTS – All Companies must use OPTins to file Premium Taxes. Payments for Form B filings are to be by check and mailed to the Department (see Note S on checklist).

Filing Requirements for FOREIGN Companies

ANNUAL JURAT ONLY should be emailed to DOI_AnnualStatement@delaware.gov. Hard copies will NOT be accepted
***FOREIGN: DO NOT FILE QUARTERLY STATEMENTS***
