State law and regulations provide Delaware’s Insurance Commissioner with the authority to review and approve health insurance rates. To meet this important obligation, the DOI conducts a thorough and comprehensive review of all proposed rates submitted to the Department by health insurance companies. The graphic below breaks down Delaware’s Effective Rate Review program into five simple steps. As you can see, the DOI and our actuaries are in regular communication with the health insurance companies to make sure their proposed rate requests are reasonable and provide us with the information we need to make an informed decision.
